The High Council of Justice last year found out that 7 CD-ROMs containing child pornography from the Zandvoort-case had been vanished.

In 1998 our association gave a copy of these CD-ROMs to the Belgian King. The King was given them to the Belgian Minister of Justice. And the Belgian Minister of Justice was given them for "research" to the president of the Court of Justice.

I wrote to the King, justice ministers, parliamentarians and media about this case.

The former Justice Minister told me that there was 'some investigation'.
The royal palace let me know after 6 months that they had 'received my letter'. But that is all.

I receive no reply on my letters to the current justice minister.

Prison teacher victim of new McCarthyism in Belgium

The Platform for Free Expression in Belgium is demanding to know why a language teacher at Saint-Gilles prison in Brussels, who has spoken out against anti-terror laws and the demonisation of Muslims, has been banned from prisons on security grounds.

Four university professors have launched a petition to support 57-year-old Luk Vervaet who, on 10 August, was informed by phone by administrators at the prison of Saint-Gilles that he no longer had access to the prison where he had taught Dutch to prisoners for over five years. No reason was given, except that the decision ‘didn’t come from them’ but from ‘above’. A week later, on 17 August, his employer, the association which organises the courses in prison, received a letter from the General Director of the Belgian Prison Service, Hans Meurisse, saying that Luk Vervaet was forbidden for ’security reasons’ from access to all Belgian penitentiary institutions.

Secret evidence

During Vervaet’s five years of teaching in prisons, there has never been a complaint by the prison authorities about his work, nor has he ever been accused of breaching security. On the contrary, his relations with the prison governor, the prison guards and the student prisoners were all good. Luk has no right to know the basis of the ban, nor can he defend himself, despite the fact that he will be forced to quit his job and lose his livelihood.

A financial appeal has been launched to help Luk Vervaet fund a judicial review of the state’s action, which supporters see as a modern-day version of McCarthyism. It looks as though those who campaign against anti-terror laws and racism could be hounded out of public service, in much the same way as Communists were dismissed in the US, as well as in Germany under the Berufsverbot decree. (There were also similar measures against Communists and left-wing sympathisers in Switzerland until the 1990s).[1] Vervaet’s lawyer, Olivia Venet, has made an application for the release of his administrative file, as in Belgium, the state keeps a file on all workers in any kind of public service.[2] She has received an answer familiar to UK campaigners against anti-terror laws. While the state agreed to release the file, pages 1-3 would have to be removed on national security grounds. Secret evidence is now being used against an individual – this time not a Muslim terror suspect but a Belgian citizen who happens to teach in prisons.

The truth about Belgian prisons

Belgium prisons are so medieval, overcrowded and unhygienic that international bodies such as the Council of Europe Anti-Torture Committee (CPT) have repeatedly denounced conditions, drawing attention to the growing number of suicide-attempts (particularly amongst juveniles). Belgians of a migrant background (mainly Moroccans and Turks) are also heavily over-represented in prisons. Luk Vervaet had attempted to draw attention to racism and the social crisis in prisons through writing occasional columns in national newspapers like La Libre, Le Soir, De Standaard and De Morgen. He has also collaborated with academic research into prison conditions, high suicide rates, proposals to build ‘Titan’ prisons as well as the general demonisation, and criminalisation of young people from migrant backgrounds. He had also been active in several campaigns against the Belgian anti-terror laws, speaking out against the deportation of terror suspects to countries such as Morocco and the US that practise torture and/or the death penalty. His was also one of the few voices in Belgium prepared to argue that the proposed extradition to the United States of ex-footballer Nisar Trabelsi comprised a form of double punishment, as he is already serving a ten-year prison sentence in Belgium for a terrorist offence. What is particularly strange is that in 2009 the Belgian prison authorities granted Vervaet permission to visit Trabelsi in Lantin prison and no objections were raised. During his visits, Luk had been helping Trabelsi write a book and an appeal against his proposed extradition.

Defending human rights – a threat

‘Do his troubling questions and his numerous public declarations about the intolerable situation in Belgian prisons pose a security risk?’ ask the four university professors, whose petition has now been signed by an impressive array of supporters, from Socialist and Green parliamentarians, to artists, film-makers, musicians, journalists to academics working in the field of criminology, anthropology and medicine. Luk Vervaet, they argue, is nothing more than ‘a human rights activist for detained persons … Apparently today, someone who maintains contacts with or defends the fundamental rights of persons suspected of terrorism, becomes a suspect himself.’

CONCERNING THE MANIFESTATION IN FRONT OF THE EUROPEAN PARLIAMENT IN BRUSSELS

As you know, the Workgroup Morkhoven is since years taking action around an international network of childporn. Hereby missing youngsters and children are also traced.

The actions and investigations of many years have finally led to the so called Zandvoort-case, whereby childporn-material was found in heaps. Although this work of the workgroup was generally praised and the investigator, Marcel Vervloesem, of the Workgroup Morkhoven was personally congratulated by the Chairman of the European Union, ( "Ich werde mich bemühen, auch weiterhin eine Politik zu machen, die entschlossene Menschen wie Sie, Herr Vervloesem, und deren engagierten Kampf für die Kinderrechte unterstützt", letter dated July 20th 1998.) the workgroup had to cope incessantly with opposition - since 1992 - on behalf of the Belgian Justice and Belgian political authorities.

The Workgroup Morkhoven not only became the victim of numerous insinuations and accusations but was also regulary critized by the Belgian Minister of Justice (Mr. S. De Clerck) for "the manner upon which the members of the workgroup spread rumours and tales full of phantasies". Following the Belgian Minister of Justice, the manner upon which the union handled these files was unacceptable and he had to offer resistance against this because it gave the impression that justice did not book any result."

The minister could not have summed-up this problem better to the heart of the matter. There was really never a serious search as to the solution of this problem.

Although, internationally, there was an agreement that the Workgroup Morkhoven did good work, the workgroup was never, in any way, supported by the Belgian Justice and political authorities.

Through the so called Zandvoort-case (after the murder of childpornmerchant Ullrich), Marcel Vervloesem was repeatedly the victim of insinuations and accusations.

After a TV-broadcast about the Zandvoort-case (RTBF Radio Television - "Faits Divers"), just after a press-conference of the workgroup and just before the TV-commentary about the Workgroup Morkhoven (VRT Radio Television - " The white knight of Morkhoven ") a judicial inquiry against Marcel Vervloesem of the Workgroup Morkhoven was opened.

There where - quite accidental - three burglaries of the car from Mr. José Dessart, maker of the before mentioned RTBF-broadcasting. Mr. Willibrordus, maker of the programm "The week of Willibrordus" (SBS 6-Netherlands), found his car put on fire just before the broadcasting of the Zandvoort-case. In danger of his own life, he could push the burning vehicle away from his house (where his small daughter was asleep) into the street to prevent his house catching fire.

Gina Bernard-Pardaens, internet-specialist of the Workgroup Morkhoven and co-worker of the RTBF-programme "Faits Divers" had to deal for months on end with telephone-disturbances, fax- and computer-problems. The telephone-company Belgacom did not succeed during all that time to resolve these interferences.
According to Belgacom "a second line was opened (which Gina never had asked ) and there was "a small thread loose".
Gina often had an "occupied line" (while she was not at home), with people phoning her, but saying nothing and hooking back in, deaththreats and telephone-voices which where electronicly deformed, and so on ..., but Belgacom did not appear to be able to detect the identity of these anonymous callers.
Next, the son of Gina Bernard - after different deaththreats - was almost ridden off the road, whilst on bicycle.

Both Mr. José Dessart (RTBF) and Mrs. Gina Bernard were interrogated by the judicial department in the case of the disappearred German boy, Manuel Schadwald.
Over and over they were asked as to their connections with the Workgroup Morkhoven.

In an interview with a journalist of the newspaper "De Morgen", Gina Bernard stated that she had experienced the interrogation as "highly remarkable and even intimidating" and "that this hearing was clearly directed in that way to be able to get hold of her sources where she had access to".

After this interrogation the intimidating towards her seemed to increase. In the night of November 14/15th, 1998, Gina -after a new series of deaththreats and telephone-, fax- and internet-problems, had a carcrash. She was instantly dead.

Then, the Workgroup Morkhoven, decided that it could not go on this way. The network-investigations and the tracing of missing children would be stopped and the complete file would -together with the numerous requests from parents of missing children- be put at the door of the European Parliament, in Brussels.

However, the Workgroup did get so many positive reactions and requests to continue, that she will pick up her activities in the matter concerned. This, however, can't happen without the necessary guarantees. It no longer can be so that every person and every union, who works around the problematic of missing and/or murdered children or around the international pedophile-networks and sexual abused youngsters and children, becomes the victim of a systematic persecution.

We ask the members of the European Parliament that the policeforces and judges who do their investigations well, the journalists and civil servants who try to do their work as good as possible, the solicitors, physicians ... who come up for the victims of sexual abuse, the parents of missing/murdered children, unions who do thorough investigation-work and the victims of sexual abuse, are respected instead of being intimidated or persecuted.

To obtain this goal, Mister Chairman, I would like to inform you that the town of Brussels has given us permission to organise a manifestation on Thursday, December 10th, 1998, from 14.00 untill 16.00 o'clock, in the Van Maerlantstraat, on the opposite side of the European Parliament, Belliardstreet 97, Brussels.

The Zandvoort case was never investigated by Belgian justice.

On September 5th, 2008, Marcel Vervloesem, activist of the Workgroup Morkhoven, was emprisonned after 10 years of false accusations and persecutions. He was sentenced to four years of prison for crimes which medicine recognizes he is physically unable to carry out.

Marcel Vervloesem is becoming blind, as a consequence of a hunger and thirst strike, to request the respect of his constitutional rights.

The priority of the government is to get Belgium rid of man who exposed corruption covering the industry of children's sexual exploitation.

International request for a strict application of European laws in Belgium

3.9.08 - The 20 years of publicity campaigns that MARCEL VERVLOESEM undertook with the Werkgroep Morkhoven, non-profit-making association which he founded to assist the discriminated people, already gave place to the modification of the law in four fields, including three at the Belgian level and the fourth at the European level.

Marcel Vervloesem showed that children were getting out of the isolation cells of a psychiatric hospital in Antwerp with arm and broken legs and that a five year old little girl had died in isolation. He has obtained the installation of a regulation for the use of the isolation cells in Belgian psychiatric institute.

He has shown the situation of Flemish prisoners interned in a French-speaking psychiatric institute where the medical staff did not speak Flemish, wereas they did not speak French. He has obtained that these Belgian people can be treated in their own country, in an institution where the staff could speak their own mother tongue.

He has exposed the prohibition of the handicapped people to go to the cinemas due to so-called security reasons. He obtained the regulation obliging that the security measures are adapted to the wheelchairs in all public places, by pleading that the fundamental right grants the equality to all.

He discovered in 1998, a file of more than 100.000 photographs of rapes, murder and torture of children, which were sold on Internet as from Zandvoort in Holland. It acted of the first material proof of a European circuit of child traders for sexual exploitation.

The president of the Council of Europe, then Wolfgang Schuessel, had officially thanked Marcel Vervloesem in an open letter, where he had underlined "his courageous and outstanding conduct" which had made it possible to carry the light on "the odious traffic" of sexual exploitation children. He is at the source of European directives for the child protection from sexual abuse and pornography.

Marcel Vervloesem currently exposes the need for new directives to protect Europeans from judgements which knowingly cover organized crime by the violation of the international laws. He exposes the release of criminals, as well as the condemnation of victims and witnesses of these crimes, by the means of voluntary faults of procedure, or by denial of justice.

Belgium has sentenced Marcel Vervloesem to four years of prison for crimes which medicine recognizes he is physically unable to execute and in full knowledge of a cancer, which would enable him to regain freedom alive.

His lawyer has presented two recourse to the Court European of the Human rights, of which one in with an urgent procedure, to prevent an imprisonment contra-indicated by 9/9 consulted doctors, of which experts appointed by justice. Five pages will have been necessary to make the list of violations of his fundamental rights.

Considering that if the Belgian authorities have a single possibility of treating in this manner a man who achieved so much, we, undersigned ask:

ALBERT II, King of the Belgians, to ensure that the justice pronounced on his behalf, is it in the respect of the international laws, with a particular attention on circuits aiming at the children's sexual exploitation who are active.

The BELGIAN GOVERNMENT, to set up a public commission of survey on the achievement by people who exert a public office, of unfair acts at the time of the performance of their duty or the abstention to make acts which belongs to the order of their duties, within the dossiers related to child rights and organized criminality.

The "Jersey Industrial School" opened in 1867 in a three storey Victorian building; rue de la Pouclée-et-des-Quatre-Chemins, in St Martin, a small port of Jersey. It was aiming at welcoming 100 boarders from all parts of the island, which has no more than 118 square kilometres. It was an avant-garde project: the boys of Jersey would be able to follow primary school until they where 13, to become good farm and factory workers.

The school was renamed the "Home for Boys" in 1900 and offered its pupils carry on their schooling in a nearby naval training centre. Education was strict. Mothers would readily bring their children for a couple of days in the remanding wing, as punishment for having stolen a penny.

During the Second World War, the German army occupied the school as a signalling station. The level of the earth around the school was increased, in a way to block the ground floor windows, which became the cellar area, chopping of a storey from the Victorian building. The complaints of abuse were registered, but were not taken seriously and the islanders preferred to trust their local schools.

But St Martin had only around 3000 thousand inhabitants, and all its children, added to all Jersey’s orphans, only left 60 to fill the boarding school. The local girl’s school and the only crèche of the island where closed, the girls and the abandoned babies brought to the boys' school, which was rebaptised "Haut de la Garenne", French for upper rabbit warren.

The home was divided into four sections: 'Aviemore' for the babies; 'Claymore' for the young children; 'Dunluce' for the older ones and 'Baintree', the cellar area, where lived the "naughty children". It was the lower part of rabbit warren, which shows Marc Dutroux as an amateur.

Over 160 former boarders have complained of maltreatments on a period of 40 years, until the closure of the school in 1986. The staff would find any excuse to lock the children naked, in the total darkness of a "punishment cell", for hours, sometimes days. They were then taken to wash, having to lower the head, to pass through a small door that looked as that of a cupboard, but led to communal bath. The where dived in cold water, sometimes twenty at a time. They were then handcuffed and brought to one of the three joint torturing chambers, where the guests of the school's staff, sometimes foreigners, were waiting for them.

- “The things that happened there are indescribable - the most cruel, sadistic and evil acts you could think of”, said a former pupil.
- "The abuse was anything from rape and torture. It was men and women who abused us. It happened every night and it happened to everyone”, said another.

Patricia Thornton: "It's awful if it's true but I saw no evidence of it when I was there. "A former boarder, arrived at the age of 12, said a caretaker was waking him up at night, telling him: “there is someone to see you”. He was bringing him to Senator Krichefski and introduced him in these words: "Here's a boy for you, Sir".

Senator Krichefski was at the head of several Jersey government committees. He was founding managing director of ITV’s Channel Television and founder of the Jersey Progressive Party whose successors still run the island. The children called him the Fat Man and he has been going to Haut de la Garenne until he died in 1974. He would introduce himself to his victims saying: “I’m going to teach you to be a good boy. You’ve been wicked and no one wants you. Your parents don’t want you - that’s why you’re here.'

Patricia Thornton aged 85 and retired in 1973 said: "It's awful if it's true but I saw no evidence of it when I was there. I just find it difficult to believe that all these horrible things were going on and I knew nothing about it".

All the former pupils of Haut de la Garenne talk of children disappearing after having been snatched from their beds, of runaways who would have emigrated, which would only have been possible either by swimming, or with the help of a child trafficker. They also all talk of serial suicides, liable to be murders, which in any case leave the corps of a child as evidence. They talk of screaming and the banging they could hear from a room where a child was locked with adults. The next days, the child was found hanged at the branch of a tree. They beleive in suicides, but it is very unlikely that a child has the strength, after a night of torture, to find a rope, climb at a tree and, without trembling, make the necessary sliding node to hang himself.

Eight senior officials have been of the home staff, but none of them had seen anything abnormal. In 1974 one of them, Charles Smith said: "The remand wing at Haut de la Garenne is the only place, other than prison, for juveniles on remand. At the home there are only two detention rooms and you cannot just lock up children for long periods."

In 1981, the home employed 17 people, among which 2 part-time, for 40 children and was reported "uneconomical". In 1986, there were only 30 children left, which supposes 2 per sadist. The little door of the torturing cells was bricked-up and the school closed.

The fight to have the case inquired took 60 years and luckily went through, mainly thanks to Senator Stuart Syvret (44) then Minister for Health and a Social Affairs who was only advised of the Haut de la Garenne practices in 2006.

The police officer Lenny Harper had worked in Belfast, Glasgow and London before he arrived in the island. He was taking a relatively limited risk, since he planned to retire in September 2008. He started a discreet an inquiry in April 2006. He studied all the complaints for child abuse related to Jersey's institutions, comprising faults of procedure, having allowed alleged children rapists to escape from justice. Three monstrosities appeared.

The Victorian building had been abandoned, only used to featured as "Bureau des étrangers" in the television serial Bergerac. It was due to be transformed in a youth hostel, which has opened in 2004. The men working on the site found heavy shackles mounted on a wooden block. They could not be the only ones to be horrified, in such a small port. Yet, the authority failed to raise that it did not act of a normal school supply and the case was closed.

In parallel, a personality, which the press has not named, had prosecuted a Haut de la Garenne former boarder, under the charge of blackmail, for being threatened to be expose for having regularly abused him at the children's home. The alleged victim was condemned for blackmail in 2003, and the alleged rapist was treated as a victim, without having to answer any question. What strikes in this cynics, is that it has not been invented by Jersey, but by the Zandvoort network. The first case known was 1982, when Michel Krief had shown one of its French branches. The second case known was in 1992, when the leader the Werkgroep Morkhoven was on the traces of Belgian, Dutch and Portuguese branches.

The third scandalous Jersey case had happened Victoria College to whom the Haut de la Garenne was supplying young recruits. The maths teacher, Andrew Jervis-Dykes, was jailed in 1999 for indecently assaulting six pupils who he plied with alcohol then abused in their beds during Naval Combined Cadet Force yachting. He had pleaded guilt and was condemned to four years prison, as an isolated predator, as are all the members of the Zandvoort network, which includes Marc Dutroux.
But in Jersey, Stephen Sharp, a former chief education officer, had made a report, showing that Jack Hydes, headmaster of the naval school, had instructed his staff not to discuss allegations of child-abuse of the maths teacher, which had surfaced in 1992, then in 1994 and failed to notify the police. If the correct procedure had been followed, Jervis-Dykes would have been suspended and perhaps arrested in 1992. It would have protected six young recruits from being raped in 1999.

In June 2007, Senator Syvret asked the government why such a report had been kept secret. The Senator Verbert, Education Minister, answered the head-teacher and deputy had been punished by dismissal. The decision not to publish the report was taken to "protect those children".

Senator Syvret was not satisfied with the answer and exposed the report that been promised to make public. The government sacked him on 11 September 2007, following a vote of 'no confidence', betraying the exasperation of all the senior officials who becomes deaf, dumb and blind as they face the sexual exploitation of children.

Two months later, Officer Harper launched an international campaign to ask the former pupils of Haut de la Garenne if they ever noticed anything wrong. The answer was massive.

Eddy, the most famous British sniffer dog who spots the smell of death through concrete, had arrived. He traced the skull of a child, which was taken out of a cement cover on 23 February 2008. He has also smelled death through the bricked-up door, which hid the communal bath, the torture chambers and more shackles.

Senator Walker, Chief Minister, accuses Senator Syvret of incompetence, assuring he had "produced no evidence", as if the report had not been enough damning to show the cover-up of a scandal by senior officials.

There are 90% possibilities that Scotland Yard will identify former residents of Haut de la Garenne among the 90.081 victims of child pornography and acts of barbarism in Zandvoort file. Everything fits with its worst pictures: The forty years period of during which the crimes were committed, thus could explain the black and white photographs as well as ones in colour. Further more, the described perversity of the staff allow supposing that 'Aviemore' might have been a 'Zandvoort photo studio' because the places liable to provide so many black and white pictures of Northern babies as they are raped are rare.

Officer Harper will certainly inquire the possibility of meeting between the Senators Krichefski andBrongersma, Dutch member of the Zandvoort network, who used to buy pictures of such crimes. Both senators are of the same generation and of the same social class. Both had settled the same system of sexual exploitation of children in state institutions and obtained the same judicial dysfunctions, as everywhere the network passes.

Jersey is ideal for this kind of industry. It is an Anglo-Norman island, ruled by an oligarchy, neither part of the United Kingdom, nor the European Union, which enables it to avoid a lot of controls. It is paradise to evade taxes, offering a privileged holiday destination, discreet and unavailable without a solid bank account. St Martin is a port, like two other ports involved in the network: Zandvoort and Madeira. It is easier for children to "run off and emigrate".

From Operation Hamlet to Operation Video Child

22.2.08 - Named after this Danish Shakespearian prince, the “Hamlet operation” was done in August 2002 simultaneously in Belgium, Holland, Switzerland, Germany, Great Britain, Denmark and the United States. Ten months earlier in Denmark, Dr Lloyd Alan Emmerson, a 45-years-old Danish chiropractor, was exchanging photographs of his 9 years-old daughter. He belonged to an Internet criminal organisation called the “Fun Club”. Twenty-five people were arrested, mainly fathers photographed or filmed with web-cams, as they abused their daughters, aged between 2 to 14 years.

Dc Emmerson had a half million pédo- pornographic photographs and films. He pled not guilty, but was condemned to 30 years of prison. The Belgian branch was judged in such discretion that no one was informed. Sixty-five children were supposed to have been rescued when in 2006, the Austrian postal police intercepted several video clips of paedophile pornography. An autistic little girl was raped by a man she called "Daddy" in the Flemish slang of Bruges. Her younger sister was "playing model", dressed in erotic lingerie. Interpol immediately identified Pascal Taveirne in the "Hamlet" files.

Belgian law guarantees that an ascendant guilty of the rape of a child of less than ten years-old is sentenced of a minimum 17 years prison. It has obviously not been applied for Pascal Taveirn. His daughters did not get any protection measures, whereas one is autistic and all autistic children believe to have been confronted to death when they were babies, according to Bruno Bettelheim. They were four and five years old when the "Fun Club" was discovered. They were nine and ten on Operation Video Child day. The criminal was arrested in full discretion.

He had contacted by Internet Sergio Marzola, an Italian man living in Ferrare, webmaster and producer of child pornography, who gave him an appointment in a hotel of Bruges. He had been paid 250 euros to let his daughters filmed dressed in paedophile lingerie, 500 euro to film them naked and 750 euro for him to rape one of them.

The Italian authorities and the paedophile network were informed on the spot. Sergio Marzola hastened to organize his emigration to his second residence Ukraine. The Italian police let him do under high supervision and phone-tapping, which had the advantage of being able to surprise him with his "bare essential", all packed up and intended to be sent on the first aircraft to Kiev:
• A wardrobe of 500 erotic clothing for children;
• Hundreds of child pornography DVDs;
• An important computer and video equipment;
• An archive of 30.000 electronic letters;
• And 100.000 euro hidden into two loudspeakers.

He was arrested, suitcases in hands, this 11 August 2006. Suspected be the manager of approximately 30 Internet sites intended for the exchange of child pornography, Sergio Marzola earned from two to four hundred euro per transaction, for the modest monthly investment six hundred euro: a Web space at that cost, able to stand an important traffic.

The information, completely censored in Belgium, has arrived from Italy where people have been outraged of what has happened to the Belgian little girls, without Belgian people not knowing anything of what has happened. According to the Italian press: Taveirne has explained that the last film had provided him in five hours more money that he could earn in two weeks work; his wife explained that the pédo- pornographic lingerie was similar to summer clothes and the little girls are both severely handicapped.

Belgium's behaviour is explained by the fact that, according to its authorities, the country would be the only one in the world where paedophile networks do not pass: there are just isolated predators who share "private collections" of child pornography with other isolated predators.

There is one chance out of two that among the half million photographs of Dr Emmerson they are some of Zandvoort file, the connection making business being attached to the majority of the European rings. It not a "sufficient element" to order an inquiry in Belgium, as Zandvoort acts of an "individual" file, according to the minister of justice... with 90.081 victims!

Operation 'Koala': Worldwide child sex network broken up

12.11.07 - 23 victims identified - Italian, Belgian suspected of masterminding videos

THE HAGUE, Netherlands - Police and prosecutors from across Europe have arrested 92 suspects allegedly linked to a network that produced and sold child abuse videos to 2,500 customers around the world, authorities said Monday.

The videos, ranging from girls in provocative poses to a father raping his young daughters, were sold to clients in 19 countries including teachers, doctors, lawyers and computer experts, prosecutors said.

The 23 victims, aged 9 to 16, were mainly Ukrainian girls duped into performing sex acts with promises of lucrative modeling careers.

The 15-month investigation — code-named Operation Koala — was triggered by the Australian police discovery in July 2006 of a video depicting a Belgian father raping his daughters, aged 9 and 11, said Menno Hagemeijer of the serious crime department of pan-European police organization Europol.

The huge investigation should "give a really clear signal to everybody that this activity is illegal, unacceptable and revolting," said Belgian prosecutor Michele Coninsx. "It is touching on the lives and souls of youngsters who cannot speak for themselves."

Interpol a identifié le pédophile "Vico" - 'Vico' identified

La campagne d'appels à témoins internationale a porté ses fruits

LYON L'organisation internationale de police criminelle Interpol a annoncé lundi avoir identifié, grâce à un appel à témoins mondial, un homme surnommé "Vico" diffusant sur Internet des photos à caractère pédophile le mettant en scène avec des enfants, qui se trouverait en Thaïlande.

Cette campagne avait été largement relayée par les médias occidentaux.

Des images de cet homme en train de commettre des abus sexuels sur des enfants circulaient sur Internet depuis des années.

"Nous avons une très bonne raison de croire qu’il voyage autour du monde afin d’exploiter sexuellement des enfants vulnérables. En tant qu’organisation de police forte de 186 pays membres, Interpol est le mieux placé pour coordonner les efforts déployés dans le monde entier afin d’identifier cet homme et de le traduire en justice", avait déclaré un responsable d'Interpol lors du lancement de cette campagne.

Les opérations de recherche avaient été baptisées "VICO" après que l’analyse des photos - au nombre d’environ 200 mettant en scène 12 jeunes garçons différents - ait permis d’établir que les clichés avaient été pris au Vietnam et au Cambodge.

Nous n'en savons pas plus, à l'heure actuelle, sur l'identité du suspect.

Suspect in child sex abuse image series identified by INTERPOL, believed to be in Thailand

LYON, France – The man photographed sexually abusing young children in Vietnam and Cambodia (Vico) in images posted on the Internet has been identified following a massive global response to INTERPOL’s appeal and is now believed to be in Thailand.

As a result of information provided to INTERPOL by five different sources from three continents, the suspected child abuser labelled 'Vico,' was identified as a man teaching English at a school in South Korea.

Within three days of the appeal, working with its National Central Bureaus around the world INTERPOL had also established the suspect's name, nationality, date of birth, passport number, and current and previous places of work.

Portugal awakens to horror of abuse

Portugal is in the grip of a paedophile scandal involving state-run orphanages, politicians, and TV stars. The allegations involve the organised abuse of children and stretch back 30 years - there is talk of a widespread cover up.

Some social commentators say it represents the greatest upheaval in Portuguese society since the revolution in 1974.

A man, who was a trusted employee at what was one of Portugal's most respected institutions, is now under arrest after a police investigation launched last November.

Famous names

Casa Pia was founded in 1870 and has cared for some of the country's most vulnerable children ever since. It now has more than 4,000 pupils, including the deaf and the blind.

But the scandal goes far deeper. Police have questioned a senior socialist politician, two of the country's most famous TV stars, doctors and lawyers. Almost every week the media reports other famous names alleged to have been involved with the organised abuse of children.

The affair has shocked Portugal - insular and traditional, which emerged from half a century of dictatorship only 30 years ago. "We had the revolution - that was a shock. But the second shock was the Casa Pia case," says Marcelo Nuno Rebelo de Sousa, a professor of law and social commentator. What is at stake now, he believes, is faith in the rule of law. "Portuguese society looked in the mirror and said we are ugly," he says. "It is not just solving the Casa Pia case, it's believing in democracy. It is believing we belong to Europe not just because we are in the European Union, but because we have a democratic system where justice works."

Reform opportunity

The scandal has also seen an awakening to the wider problems of sexual abuse. The country's victim support organisation, APAV, has been running TV adverts. Calls to its helpline have significantly increased. "Before Casa Pia" admits APAV's Claudi Belchior "it was something that would be kept silent for years and years... nowadays they are coming forward to report sexual abuse". Pedro Namora, a successful lawyer, remembers his days at the Casia Pia orphanage.

Segundo Catalina Pestana Abusos sexuais na Casa Pia continuam

A Procuradoria-Geral da República (PGR) confirmou esta sexta-feira que está a investigar uma participação da ex-provedora da Casa Pia Catalina Pestana, na qual a antiga responsável revela novas situações de abusos sexuais na instituição.

A antiga provedora afirmou esta sexta-feira, em entrevista ao semanário Sol, “não ter dúvidas nenhumas de que ainda existem abusadores internos” na instituição, assim como que tem “fortes suspeitas de redes externas que continuam a usar miúdos da Casa Pia (de Lisboa) para abusos sexuais”.

Catalina Pestana, nomeada provedora no final do ano de 2003, após ter sido tornado público o caso de pedofilia com alunos daquele estabelecimento, revelou que um dia antes de abandonar o cargo, a 10 de Maio desse ano, escreveu uma carta ao Procurador-Geral da República, na qual contava “detalhadamente” as suas suspeitas.

Na entrevista, a antiga responsável garantiu saber da abertura de um inquérito “porque já fui ouvida”, acrescentando que, “não sei o que aconteceu entretanto, mas espero que, com a mesma frontalidade com que o senhor Procurador diz que o Código de Processo Penal tem de ser alterado, também não deixe ficar esse inquérito no fundo da gaveta”.

Segundo fonte do gabinete de Pinto Monteiro, a PGR recebeu a queixa da ex-provedora e procedeu à abertura de um inquérito-crime. Uma situação confirmada pelo próprio Procurador que, em declarações à RTP, disse não saber se os abusos sexuais naquela instituição continuam, mas que recebeu a denúncia de Catalina Pestana e a remeteu para o departamento competente, que está a investigar o caso.

Contactado pela rádio TSF, o Ministério da Solidariedade Social, que tem a tutela da Casa Pia, escusou-se a comentar as denúncias da antiga provedora, considerando que é necessário salvaguardar a reputação do estabelecimento e dos alunos que o frequentem.

A corroborar as denúncias de Catalina Pestana surgiu Pedro Namora, antigo aluno da Casa Pia e advogado, que, de acordo com a TSF, disse não ter provas, mas que subscreve as palavras da antiga provadora, garantindo que os alunos andam outra vez “cá fora” e são vistos “a jantar com personalidades que não conhecem de lado nenhum e a serem transportados de carro”, o que indicia um reinicio da prática de pedofilia.

Por sua vez, o também advogado e antigo aluno da instituição, Adelino Granja, em declarações à TSF, condenou a perpetuação dos abusos sexuais, considerando o caso como muito grave, mas lamentou que Catalina Pestana tenha voltado a meter o assunto nas primeiras páginas dos jornais, considerando que uma das diligências da ex-provedora era zelar pela reputação da Casa Pia.

TUTELA DESCONHECE QUEIXA

A secretária de Estado para a Reabilitação, Idália Moniz, disse, entretanto, aos jornalistas, à margem de uma visita a um centro de acolhimento em Loulé, não ter conhecimento do conteúdo da queixa de Catalina Pestana à PGR.

“À tutela não chegou qualquer tipo de informação deste género, mas se está na PGR está bem entregue”, afirmou a governante.

29.9.07 - EU plan for missing child alerts

Portugal will next week call for the creation of an EU-wide alert system for missing children, five months after Madeleine McCann disappeared from a holiday resort in the south of the country. The move has been welcomed by the McCann family.
Portugal, which holds the six-month rotating EU presidency, will make its call to justice and home affairs ministers at an EU meeting in Lisbon. It will propose that ministers consider expanding to all 27 countries a French alert system involving a nationwide media campaign and messages in stations and on motorways.

"In a Europe without borders ... when a kid disappears in France, maybe he's not in France any more, maybe in Germany, or any other EU country," an EU presidency official told Reuters. If a child goes missing in an EU country, the alert could immediately be sent out to all other member states, with details of the missing child's appearance and appropriate contact details for anyone with information.
In a statement released through Clarence Mitchell, the McCanns' spokesman, Madeleine's father, Gerry, said: "If this is true, we would very much welcome it as it would be a major step in the right direction. We feel it would be vital in protecting other children and their families. Kate and I have consistently campaigned to effect change throughout the EU to help protect children."

Madeleine went missing on May 3 in the Portuguese resort of Praia da Luz.

Farewell Ylenia, we will never forget you

18.9.07 - The body of Ylenia Lenhard, 5 years old, was found naked, semi devoured by animals in a Swiss forest. She had been kidnapped on July 31, as she was going to fetch back a bottle of shampoo forgotten at the swimming pool. Not seeing her return, her mother, a nurse in pediatry, called the police force and the research had quickly been deployed.

It will prove that this day, Urs Hans von Aesch, a Swiss paedo- criminal sentenced 15 month prison for a case of child kidnapping and who would communicate on paedophiles forums, was waiting for a prey at Appenzell. He had kidnapped her and taken her in this forest about thirty kilometres away. He had an appointment with a shooting. A man, touched of a bullet in the chest, had managed to harpoon a car whose driver took him to hospital.

It a hundred meters away from there that under a cross, walkers will find the clothing of Ylenia folded in her bag. It is also a hundred meters away from there that another walker will find her body, six weeks later, in this terrible state. The van of Urs Hans von Aesch had been found in another forest the evening even of kidnapping, not far from the cyclist helmet and child's scooter of Ylenia. He will be also found there, with a bullet in the head, but only the following day!

The van was constellated with Ylenia's DNA and her clothing with Urs Hans von Aesch's DNA.

The place had been excavated twice, with fifty police officers, thirty firemen, seven dogs trackers and had been flown over by a helicopter. The army had been recalled in reinforcement, but only the impact of bullets had been found, revealing that one of the weapons had vanished with Ylenia.

The Swiss police force concluded that taken by remorse, the paedo- criminal had hidden the child and the weapon, to commit suicide with another weapon. The sniffer dogs would not have located the child, owing to the fact that it would have been buried very deeply. The animals of the forest would then have unearthed her, to explain she was not covered of earth.

But the shooting had taken place at approximately 13h00 and Urs Hans von Aesch had died at approximately 16h00, according to experts'. The place had been excavated twice, meter per meter, without nobody locating stirred up ground, which usually is inserted under the foot. There had not been of trace of spade or pickaxe, which should suppose that it would have hidden them with the weapon.

Werkgroep Morkhoven has difficulties to imagine that a 67 year old man could, in less than three hours, to dig such a hole without the police who came on the place of shooting noticing anything, then hid the weapon and the spade, then committed suicide with another weapon. Moreover, how to explain that the animals of the forest could located the child, but not the sniffer dogs?

The autopsy will speak better of what has happened to the poor child. Nothing excludes yet the assumption of a third man likely to have shot Urs Hans von Aesch and kidnapped Ylenia, to bring her back after the second hunt: after she had been used as an involuntary actress of the monstrosities which sell so well.

The Werkgroep Morkhoven and the Foundation Princess of Croÿ present their most moved condolences to Ylenia's mother. She will remain in our hearts for ever, side by side with all our other little martyrs. May all the prayers in the world be with you.

15.9.07 - Police in the eastern city of St Gallen say a body discovered is almost certain to be that of Ylenia, the five-year-old girl who went missing on July 31.
At a news conference on Saturday, a police spokesman said they were able to make the identification because of the general appearance of the body and jewellery found on it.
The corpse was uncovered by a private individual in a wood between the villages of Oberbüren and Niederwil.
The police said the buried body had been apparently dug up by wild animals.
The results of the autopsy are expected to be known by next Tuesday.
Ylenia is believed to have been abducted. On the day she disappeared from a swimming pool in Appenzell, the suspected kidnapper shot at and wounded another man in the chest before turning the gun on himself.

The child's body was found in the same wood where the shooting incident occurred. Passersby stumbled upon the corpse of the 67-year-old Swiss in a nearby forest, where the backpack and bike helmet the girl was carrying when she disappeared were also uncovered.

Police believe the girl was abducted in a white van with Spanish licence plates. An analysis of DNA taken from the vehicle indicated that it had been used to transport Ylenia.

The suspected kidnapper was a resident of eastern Switzerland before resettling with his wife in Spain in 1990.

Immediately following Ylenia's disappearance, Swiss police said investigations were also being carried out in Spain and Portugal, raising speculation of a possible link between her case and that of missing British girl Madeleine McCann.
McCann was last seen in the Algarve holiday region in Portugal at the beginning of May.

Missing children

Missing children and child murders are rare in Switzerland and the case of Ylenia has made the front page of national newspapers and magazines.
Editors became aware of the story's human-interest value following the media saturation in Britain over the McCann case. And earlier this week, 100 Swiss personalities signed an open letter to the government demanding a faster system to track down abducted children.
It called for an "abduction alert" to be issued as soon as a child is reported missing. The signatories include champion skater Stéphane Lambiel, former ski champion Pirmin Zurbriggen and Alinghi-billionaire Ernesto Bertarelli.

Ylenia from Appenzell in northeastern Switzerland was last seen at a swimming pool on July 31, according to police, who have declined to release her surname in keeping with Swiss privacy laws.
That evening police found her backpack, cycling helmet and scooter beside a path in woods about 30 kilometres from the swimming pool.
On August 1, in the same forest, police found the body of a man who they said had shot himself in the head with a pistol.
A day earlier he had shot and injured a 46-year-old man allegedly taking a nap. The younger man fled and was taken to hospital. He has since been discharged.
Police said the dead man was a Swiss native who had lived in Spain with his wife since 1990. His van, also found in the forest, had Spanish number plates and had been seen near a swimming pool in Ylenia's hometown on Tuesday morning.

'The main objective of the Madeleine fund is to leave no stone unturned in the search for Madeleine'

The family of Madeleine McCann are to launch an advertising campaign to help find the missing four-year-old, it has been announced.

Up to £80,000 will be drawn from the fighting fund set up to search for the Leicestershire youngster and spent on newspaper, television and billboard adverts.

Made formal suspects in the disappearance of their daughter, Gerry and Kate McCann are keen to keep the focus on finding her.

The campaign, set to launch in two weeks, was announced at a media conference in their home village of Rothley.

In a statement issued through a spokeswoman for the family, Mr McCann's brother and fund director, John McCann, said: "On behalf of the extended McCann family and the Madeleine fund, I would just like to say how grateful we are for people's generosity and support.

"The main objective of the Madeleine fund is to leave no stone unturned in the search for Madeleine.

"To that end, I would like to announce that the fund will finance a broad range of initiatives in advertising to remind everyone that Madeleine is still missing."

Mr McCann said the adverts would focus on Spain, Portugal and other parts of Europe and would consist of billboards and other media.

He added: "This financing of advertisements will complement previous efforts by the fund and many motivated individuals - family, friends and people touched by our cause.

"I hope that the general public will continue to support us in this. It is so important that we remember - 'don't you forget about me', our lovely wee Madeleine."

Statement by the Board of Madeleine’s Fund: Leaving No Stone Unturned Limited

The Fund would like to thank everyone for their kindness, support and generosity.
Madeleine’s Fund was set up to:
Find Madeleine;
Support the Family;
Bring the abductor or abductors to justice and subject to that to help other missing children.

With the sudden dramatic and unexpected turn of events at the weekend the directors had to consider whether legal defence costs could be paid for by the Fund.

The Board has taken advice from Bates Wells & Braithwaite London LLP and Christopher McCall QC. The Board has been advised that payment of Gerry and Kate’s legal defence costs would be legally permissible subject to conditions about repayment in the event of a guilty conviction.

The directors of the Fund discussed this today. The two family directors, Brian Kennedy and John McCann withdrew from the meeting when the decision was made. Esther Mcvey chaired the meeting.

The Fund directors realise that there is not only a legal answer and recognise the spirit which underlies the generous donations to Madeleine’s Fund, which it is the directors’ responsibility to steer.

For this reason the Fund directors have decided not to pay for Gerry and Kate’s legal defence costs. We stress that Gerry and Kate have not asked for these costs to be paid. However, people have already called in offering their financial support. Any such fund to pay legal defence costs would have to be separately set up and administered.

At the heart of this campaign and Fund is a little girl confused, lonely and in need of her parents. This Fund’s money will be focused on finding that little girl and leaving no stone unturned.

Belgium 12.9.2007: For 19 days the nation held its breath.
Step-sisters Stacy and Nathalie shared troubled childhoods. Together, they also shared death...

Haunted by the memory of the Marc Dutroux case, Belgium desperately hoped for a miracle.

But that miracle failed to occur: the bodies of Nathalie Mahy and her seven-year-old step-sister Stacy Lemmens were found dumped in a storm water system on Wednesday 28 June.

Their bodies were found just a couple of hundred metres from the Liège pub where they disappeared on the night of 9 June.

The discovery was, at least, an end to the mystery: what had happened to the two girls?

Earlier, Nathalie's father, Didier Mahy, had said in a television interview: "Nathalie is still alive. I feel it". But his feelings appear to have deceived him.

All four parents of the step-sisters have now been placed under the care of victim support workers and have refused to offer statements until they come to terms with the deaths of the girls.

The parents were able to view the bodies on Thursday morning and say their final farewells.

Troubled childhoods

Stacy had lived at 10 addresses in her short life and never knew her biological mother, Christiane Grianziero, who separated from 35-year-old steel worker Thierry Lemmens shortly after Stacy's birth.

Stacy and her eight-year-old brother moved with their father from one address and step-mother to another.

Grianziero was released from jail in April after serving time for drugs and prostitution crimes.

Child welfare officers kept tabs on the family, which eventually linked up with the family of unemployed mother Cathérine Dizier.

Dizier and Thierry did not live together officially; their apartments were in the same building. But in reality, they had a relationship and Stacy's step-brother, Sylvain, was born last year.

Dizier also brought three other children into the family, including Nathalie, who in the past year appeared to have regained structure in her life after the separation of her parents in 2001, newspaper 'De Standaard' reported.

Father Didier Mahy gained custody of his five children last year, but the three youngest still went to their mother on Wednesdays and Fridays. Previously, Nathalie had only spent her weekends with her father.

Mahy claims the custody ruling was the turning point in Nathalie's life, stressing that she had started improving at school and was benefiting from greater structure in her life.

Lured away?

Justice authorities suspect that the two girls were lured to a place where the kidnapper or kidnappers would not easily be disturbed.

But only the culprit or culprits can give an accurate account of the girls' final moments and the route they took the night they disappeared.

Police have ruled out the possibility that the girls were victims of an accident. But they were not shot or stabbed. Instead, it is suspected they were strangled.

An autopsy on 28 June was to give the exact cause of death and whether the girls were sexually abused.

Initial indications are that Nathalie was sexually abused: she was found with her jeans rolled down to her knees and her pants pushed to one side.

Commercial broadcaster VTM has also cited sources claiming the autopsy revealed Nathalie was "very badly" abused.

It also said new tips have been given to police claiming the only suspect in the case harassed the girls a couple of hours before they disappeared.

Escape route

There are two likely routes from the pub where the girls disappeared to where their bodies were found.

Both offer benefits for a kidnapper, leading either via a couple of streets with houses to an open terrain that leads to the railway or via a playground to an isolated and dark sports area and construction site.

Main suspect and convicted child sex offender Abdallah Ait Oud was familiar with the terrain. On June 13, he turned himself in after seeing his photo on television. He denied having anything to do with the case and claimed to have an alibi. However, it was established that he was in the cafe that night. Moreover, he has a history of child abuse, for which he was incarcerated. He was released in December 2005 from a mental hospital after raping two minors, one being his niece. He never admitted to his previous crimes.
He was remanded in police custody again on 29 June.

While further investigations are necessary, it appears likely that once the kidnapper lured the girls away, he took them over the railway line and dumped them in the underground drainage system.

Due to heavy rains, the bodies might have been carried in the direction of a nearby bridge and an area so overgrown with scrub that police had difficulty accessing it.

The bodies were eventually found in the drains underneath metal roofs. The area had already been searched by police, but the undergrowth along the railway was cut back, allowing police to comb the area more intensively.

Suspicious letter

Dutch newspaper 'De Telegraaf' received an anonymous letter on 28 June containing detailed information about the area where the girls' bodies were found.

The envelope contained two maps, with a hand-written text: "Probable location Stacy + Nathalie". A cross marks the spot on the maps where the girls were predicted to be found.

Despite the fact the girls were found 2km further away along a railway, the newspaper said the letter implies that the sender was the killer or was aware of what the killer or killers had done.

The newspaper has handed the letter — which was posted in Rotterdam on Tuesday — over to Amsterdam police. Belgian federal police have asked Amsterdam colleagues to send the letter to Liège with priority.

Sympathy and flowers

A flow of outrage and sympathy has been expressed across Belgium after the discovery of Stacy and Nathalie's lifeless bodies.

King Albert and Queen Paola are "very moved" and "share the great pain of the families", a royal palace spokesman said.

Prince Filip and Princess Mathilde, currently on a trade mission to Moscow, expressed their sympathies "as parents to the parents who have lost a child".

"Out of respect, we will not publicly say anything more about the trade mission and cut short our walk," Prince Filip said on the Red Square in Moscow.

Prime Minister Guy Verhofstadt expressed the government's deepest sympathies, stressing he was deeply saddened by the tragedy.

He congratulated police for their efforts and said together with Justice Minister Laurette Onkelinx and Interior Minister Patrick Dewael the priority was now identifying the killer(s).

The Belgian Parliament has observed a minute's silence.

The chief of the federal police's missing persons unit, Alain Remue, said he will leave Liège with mixed feelings: "We have worked together fantastically. We found them, but not alive".

Reminded about Julie and Mélissa who were rescued from Dutroux's secret dungeon alive, Remue said the case of Stacy and Nathalie was a test for the nation's police force following reforms carried out after the Dutroux case.

"But it was not our intention to prove that much had changed," he said, adding simply that he "had so much wanted to find the two children alive".

Shortly after the discovery of the girls' bodies, the public started laying flowers and messages of support in the area where the girls were found. Flowers were also placed at the city court, while children left behind drawings.
